In 2002, the South Carolina Department of Insurance received a HRSA State Planning Grant to examine the uninsured, the rising costs of health insurance especially within the small group market, and the threats to the South Carolina employer-sponsored insurance system. Under the grant, new data was collected and focus groups held. The Health Insurance Policy Advisory Committee was formed and considered policy options that focus on expanding coverage and stabilizing the small group market.
