In 2001, Arizona received HRSA SPG funds to research and develop strategies for providing uninsured Arizonans with affordable, accessible health insurance. Phase I consisted of research on Arizona's health insurance market and reviewing best practices from other states. Phase II developed Arizona-specific coverage options that focused on closing the gap between public and private insurance.
