In 2002, the Alabama Department of Public Health received HRSA SPG funds to determine the size, location, and demographics of the uninsured and unstably insured in the state. The project conducted a household telephone survey, focus groups with consumers and employers, and reviewed secondary data.

With the receipt of supplementary SPG funding, the state also did economic modeling of selected health insurance. Alabama collaborated with other state agencies and private sector partners to determine the feasibility of coverage options and partnerships necessary to implement their design.
